Where can I buy cheaper ink cartridges for my EPSON C90 printer ? The cartridges sold in computer stores are very expensive ( around 450 pesos per cartridge )

My dad says it’s cheaper to buy a new printer that comes with ink, than it is to refill ink cartridges.
Is this generally true? If not, what are some other options?
Also where can you properly dispose/recycle empty cartridges?

i print many documents, mostly black and white every week. I currently have a hp psc 1315. Its a cheap printer however, the ink cartridges are so expensive. i’ve tried using refills but they never work – as in, they clog up after printing 10 pages
